Elaine Quilichini began studying music in Biggar, Saskatchewan under the tutelage of the Sisters of the Assumption. She traveled 58.39miles (94km) once a week to take voice and piano lessons in the neighbouring city of Saskatoon where she eventually also earned her Bachelor of Education degree at the University of Saskatchewan. She followed this education with a Masters of Music from Holy Names College in Oakland California where she specialised in the Kodály method. In 195 Quilichini as Artistic Director founded the Calgary Girls Choir and its program which is notable at the international level. This choir earned first place three times in the CBC National Radio Competition for Canadian amateur choirs. She hosts a private music studio and also finds time to help with the University of Calgary's Women's Choir. Quilichini conducts choral choirs internationally as well as locally. Besides conducting at worldwide festivals, Quilichini has also adjudicated at festivals. She is Artistic Director at the Nebraska Weleyan University Summer Youth Choral Program as well as Wichita State University Kodály Programs. Quilichini is in demand across North America, and continues to teach at the Kodály Music Institute at Boston's New England Conservatory She was presented with the 'con spirito' award for her work in the choral conducting and music pedagogy.

Wayne Brownlee was born January 17, 1953 in Biggar, Saskatchewan to William Brownlee and Rita Hazel nee Thrun. Brownlee attended the University of Saskatchewan in Saskatoon and obtained his bachelor of Science with honours majoring in Biology and also completed his Masters in Business Administration. He married twice and had two children, Ryan and Kara. He went on to become senior vice president and Chief Executive Officer of the Potash Corporation of Saskatchewan PCS. The privatisation of PCS was enabled with the coordination efforts of Brownlee placing the corporation onto the public stock market rather than funded as a Saskatchewan Government Crown Corporation. Before working with PCS, Brownlee worked in the Saskatchewan Govermnet Ministry of Finance and the Treasury Board.

Brownlee is also Vice Chairman of the Board for Sociedad Quimica Y Minera De Chile SQM, a member of the Board of Directors of the Great Western Brewing Company, the Saskatoon Airport Authority and Philom Bios. SQM is notable as biggest producer of Potassium nitrate and iodin internationally. Philom Bios is a company specialising in agricultural biotechnology.

Brownlee's mother, Rita Thrun was the grade three elementary school teacher in Biggar in 1948-49.

Alvin Donald Huffman Professional Engineer was a business consultant from Ontario who received his Bachelors of Arts Science with honours from the University of Toronto and went on to specialize in marketing and management. He became president at Prairie Malt Ltd. in Biggar in 1978 and remained with the firm for seven years. He was married to L. Joyce Herbert and Georgina Smale and had three children. Huffman held various positions in Manitoba, Alberta, Saskatchewan and British Columbia.

Dr. Rodney Sharman was born May 24, 1958 in the town of Biggar, Saskatchewan. Sharman's parents were John Clifford Sharman and Irene Evelyn Iva nee Stockman. Sharman, a composer and musician studied first at the Victoria School of Music receiving his bachelor of music degree in 1980 before traveling to Freiburg, Germany to study at the Staatliche Hochschule für Musik. In 1991, he earned his doctorate from State University of New York in Buffalo. Sharman was born to a school teacher on the Thunderchild Indian Reserve, and a mother of Moravian ehnicity. Sharman's family relocated to Victoria, British Columbia in 1973. He is the composer-in-residence for the Vancouver Symphony Orchestra. He was the president of the Canadian League of Composers as well as president of Canadian Section of the International Society for Contemporary Music. Prior to this he had the distinction of being the Vancouver Symphony Composer and Music Advisor for four years.

Sharman has taught at the Victoria Conservatory of Music, Wilfrid Laurier University, and the University of British Columbia In 1990 he received the Kranichsteiner Music Prize from Germany. In 2001 he was awarded the Victor Martyn Lynch-Staunton Award Lynch-Staunton Award.

His compositions have been played internationally at music festivals and by orchestras world wide. As well dance groups such as the National Ballet of Canada have choreographed his music. He composed a chamber opera named "Elsewhereless " which has been performed numerous times across Canada and overseas. '"Letter for the Future" is a composition revolving around Galileo and his essence. He is noted for several pieces of work including "Opera Transcriptions: Turandot", "Proximity of Mars", "Dark Glasses", "Orpheus' Garden", "Predators of Light" and "Estarrung" to name a few.

Air Cadets

Royal Canadian Air Cadets or 300 Biggar Squadron Air Cadets is a youth organisation which offers a set of challenges and activities to youth via the Royal Air Force. While becoming active leaders in the community, members also learn more about the Canadian Forces. The Duke of Edinburgh's Award is a presentation for youth who meet the challenge presented in the fields of community service, skill development, and various challenge projects. VE5BC is their Rescue Squad Amateur Radio Club call sign. Currently the Centennial photography contest has begun for the Air Cadets.

Funding is provided by the Department of National Defence DND and the Air Cadet League of Canada ACL since 1941. Youth meet once a week on "parade night" to train according to ACL plans for each squadron which provide instruction for five levels of training. Additionally, the cadets can choose training and courses which are regionally available. Cadets have the option to be involved in summer training, introductory courses and specialty courses and may travel across the country to take part in various events.

Donald James Saunders, a member of the Royal Canadian Legion, has served 300 Biggar Squadron Air Cadets as Area Director since1966. As a teenager Victor Besse was an avid Air Cadet. During WW II he was too young to join a regular Military Service. In 1957, Vic became a Cadet Instructor and received his RCAF Pilot Officer commission. With two promotions he held this commission until his discharge in 1965.

Historically several notable people from Biggar have also served as role models for the youth in the Air Cadet Squadron. Stewart "Bud" Manyfield, was an air cadet from Biggar, Saskatchewan who served in 1941. Pilot Officer Jack Ewin McIntyre grew up in Biggar and completed high school in 1939. McIntyre served with the Royal Canadian Air Force as a wireless air gunner and received the Croix e Guerre 1940 with Palm posthumously. George William Annesley was awarded the Distinguished Flying Cross for fortitude and courage in the course of duty. Sergeant David Scott Fisher also born in Biggar, was awarded the Distinguished Flying Medal for navigating his aircraft on long flights and remained cheerful and confident and full of tenacity.

Alcoholics Anonymous

Alcholics Anonymous is a fellowship in Biggar, Saskatchewan to assist people to stop drinking alcohol through a twelve step program, meetings and the AA program. The Biggar AA group is part of District 4 in Area 91 and meets every Sunday and Wednesday evening in the United Church basement. A meeting is usually headed by a chairman and after a period of reflection, a section of the Alcoholics Anonymous "The Big Book" is read, and then announcements commence. Speakers may attend the meetings sharing topics of interest to the group. The main purpose of Alcoholics Anonymous worldwide is sobriety and providing support to others to abstain from drinking and recover from alcoholism.

Premier Scott placed the province of Saskatchewan under a prohibition law, and the sale of alcohol was prohibited in 1915 resulting in stills and bootlegging. The Saskatchewan government repealed the prohibition and temperance laws in 1925. The AA foundation was founded in the late 1930s in the United States which first developed the twelve step program, the concept of a spiritual cure and abstinence one day at a time. .James Calder began the first Alcoholics Anonymous groups in Saskatchewan. He also pressured the province to address alcoholism and inaugurated the Bureau of Alcoholism in 1953 which later was known as the Saskatchewan Alcohol and Drug Abuse Commission.

When Biggar became a village in 1909 it was in the Battleford Constituency. In subsequent elections up to 1995 the Town of Biggar was in the Biggar Constituency. In 1995, Biggar was part of the Rosetown-Biggar Constituency. Then in 2003, the map was redrawn again and Biggar was in the Biggar Constituency.

Archaeology Society - Bear Hills Chapter

Eagle Creek Historical Society is a segment of the Saskatchewan Archaeology Society studying, promoting education and conservation of archaeological sites in west-central Saskatchewan around Biggar, Harris, Perdue and Rosetown.

The Biggar Museum and Gallery contains a few artchaeological artifacts. 44.8miles (72km) to the south west is the Ancient Echoes Interpretative Centre which began studying the Coal Mine Ravine Area petroglyphs.

An etched stone was found near Biggar which was cylindrical. There have been other stone rods discovered in Saskatchewan without decorations. The art upon the bullet-shaped rock contained rectilinear and curvilinear elements

The Biggar Bison Pound - a Bison kill site - was uncovered near Biggar, Saskatchewan showing evidence of First Nations settlement historically here. The area has been deemed a protected area by the Government of Saskatchewan Heritage Property Act. Matthew Cocking, Hudson Bay Company chief factor and explorer,wrote that in 1772 the bison were too scarce in the Bear Hills in west central Saskatchewan to use the Buffalo Pound. The Bear Hills are south west of Biggar. Cocking was able to describe the pound in the Bear Hills as a "circle fenced round with trees laid one upon another, at the foot an Hill about 7 feet high and an hundred yards in Circumference." It has been noted that pounds can only be assembled in treed areas of Saskatchewan and not on the open plains.

The Biggar Aquatic Centre is an outdoor swimming pool built in Biggar, Saskatchewan in 1987. It relied on $64,000 in funding from the Canada-Saskatchewan Municipal Rural Infrastructure Fund (MRIF). This swimming pool utilises state of the art solar power heating which will reduce heating costs and reduce carbon fuel emissions. The pool hosts the Biggar Barracuda Swim Club. Biggar Memorial Swimming Pool was constructed in 1948. Alongside the aquatic centre are tennis courts and have combined to increase recreational opportunities in Biggar's parks for a healthy and active populace.

It is interesting to note that historically, O.J.Rowe spearhaded the construction of tennis courts along the Canadian National Railway tracks during the roaring twenties. Rowe was assistant superintendent for the Canadian National Railways stationed in the Biggar divisional point and later became the Western Canadian superintendent.

Dr. Sandra Marie Schmirler, (Sandra Peterson) was born June 11, 1963 in Biggar, Saskatchewan and attended school there. Her team acquired six Provincial curling championships and three Canadian championships followed by three World Curling medals. Notable as a curling skip, her team achieved the gold medal during the 1998 Nagano Winter Olympics. Prior to these games, during a CBC-TV Sports interview she said, "I believe I've got it all...I've got everything I could possibly want in life right now. I have a daughter that I cherish. A husband that I love dearly and the sport of curling that has given me so much. I've got it all. I couldn't ask for anything more." She died March 3, 2000 from cancer at the age of 36. As a sign of respect, all provincial flags flew at half mast at each of the 1,000 government office locations.

Schmirler was raised with her two older sisters, Carol and Beverly, by Shirley and Art Schmirler. Following high school and a 1981 Saskatchewan high-school curling championship, Schmirler attended the University of Saskatchewan in Saskatoon earning her physical education degree there in 1985. Although remembered for her contributions in the sport of curling, Schmirler was an all-round athlete and played volleyball, badminton, softball and speed swimming in her school years. In 1987 she married Del Peterson whom she remained with for five years. In 1996, she married Shannon England with whom she had two daughters, Sara Marion, September 15, 1997, and Jenna Shirley, June 30, 1999.

Following the birth of her second child doctors determined a malignant chest tumour, and surgeons removed blood clots in the fall of 1999, She underwent further chemotherapy and radiation treatments for a cancerous tumour on her esphagus .

One of her first honourary achievements was to be inducted into the Canadian Olympic Hall of Fame in 1995.

Beginning in 1997, the Sandra Schmirler Most Valuable Player Award was bestowed upon other curlers.

It was in the spring of 1998, that The Schmirler Curling Team - Sandra Schmirler, Jan Betker, Anita Ford, Atina Ford, Marcia Gudereit, Joan McCusker- received an honorary Doctor of Laws degree bestowed by the University of Regina.

The Candian Press named the curling rink Team of the Year in 1998, followed by induction into the Canadian Curling Hall of Fame in 1999. The paperback, "Gold on Ice: The Story of the Sandra Schmirler Curling Team" was published 1999.

Within Biggar, the Olympic Gold Park was named in honour of Sandra Schmirler's gold medal accomplishments. The Schmirler curling team had received support from SaskPower, who $75,000 to the Sandra Schmirler Olympic Gold Park and sponsors the "Share the Gold" school tour program. In the provincial capital city of Regina the South East Leisure Club was renamed the Sandra Schmirler Leisure Centre. Sandra Schmirler Way has been designated as the roadway which approaches the Callie Curling Club where Schmirler's team practised curling.

The Saskatchewan Order of Merit was bestowed upon Schmirler in 2000. "The Queen of Curling: The Sandra Schmirler Story" is a biographical book published in 2000 by Perry Lefko and Schmirler's husband, England.

In 2001, the Sandra Schmirler Foundation was established to "care for babies in crisis" in her name. The CTV Sandra Schmirler Charity Golf Classic provides funding for the Dr. Sandra Schmirler Scholarship for students in Kinesiology and Health Studies. This golf tournament along with several others raise funds for the Sandra Schmirler Foundation.

The Anita Beckstead book published in 2002, Sharing The Memories: Schmirler Family Schmirler Family, Team & Park celebrates the accomplishments of Team Schmirler, honour "Sandra the Athlete", "Sandra the Curler" and The Sandra Schmirler Olympic Gold Park which became a "Living Breathing Legacy".

"Sandra Schmirler (Canadians)", a children's book of this curling hero was published in 2005. The CBC compiled a tribute to Schmirler in a video documentary entitled "Life & Times of Sandra Schmirler" which presents an interview with Schmirler, curling team mates, her friends and family.

In February of 2009, the World Curling Federation (WCF) announced that Schmirler was posthumously awarded the 2009 World Curling Freytag Award.

Shannon England, her late husband, has been chosen as a torchbearer for the Vancouver 2010 Olympic Torch Relay.

Teejay Surik was born 1984 in the town of Biggar, Saskatchewan and was part of Graduation Class 2001 She brought home victory in the Saskatchewan junior curling crowns in 2002, 2003 and 2004. Her curling team acquired the Canadian and World junior championships in 2003 in Flims, Switzerland.

Biggar, Saskatchewan, the home of champions. Biggar, the home of Sandra Schmirler and the home of the world record Hanson buck is now the home of the 1999 Saskatchewan girls’ curling champions for this year. This is the first time since 1981 when Sandra Schmirler was the champion of Saskatchewan that a girls’ team from Biggar has won that championship and I congratulate them. But additionally I want to congratulate the community of Biggar for having put on this competition. In 2002, Teejay Surik was honoured with the Hec Gervais Academic & Curling Scholarship. Surik attended the Saskatchewan Institute of Applied Science and Sciences SIAST in Regina taking nursing classes. Following four years in Regina, she spent some time in Yellowknife, Northwest Territories with men's provincial champion, Chris Haichert.

The Miller rink, consisting of Skip, Marliese Miller,Third, Teejay Surik, Second, Janelle Lemonand and Lead, Chelsey Bell coached under the guidance of provincial champion Bob Miller won the 2003 Karcher Junior Women’s Canadian Championship followed by an undefeated World Championship. In 2007, the Miller Rink was inducted into the Saskatchewan Sports Hall of Fame.

In 2007, the Team Stefanie Lawton, comprising, Skip, Stefanie Lawton, Third, Marliese Kasner, Second Teejay Surik, and Lead Stephanie Jackson were Canada Cup Champions This team also won the 2008 Colonial Square Ladies Curling Classic played in Saskatoon, Saskatchewan, and the 2008 Strauss Canada Cup. In 2008 Lawton's team also placed second in the $60,000 Sobeys Slam women’s Grand Slam of Curling and the Wayden Transportation Ladies Classic. Surik replaced Sherri Singleron on Team North America playing alongside Stefanie Lawton, Marliese Kasner, Teejay Surik, Lana Vey in the 2008 Continental Cup. Team Northwest Territories/Yukon consists of Skip, Kerry Galusha, Third, Teejay Surik, Second, Dawn moses, and Lead, Heather McCagg-Nystrom competed in the 2008 Tournament of Hearts.

Under the guidance of coach Tom Graham, Team Saskatchewan qualified for the 2009 Scotties Tournament of Hearts. Team Saskatchewan had acquired Skip: Stefanie Lawton, Vice: Marliese Kasner, Second: Sherri Singler, Lead: Lana Vey, and 5th: Teejay Surik. As there was a tie in points for third place, Team Saskatchewan was awarded the third place title as they had overcome the other two teams,Team Canada and Team Prince Edward Island, during the tournament.

Biggar numbers among her representative citizens Cephas T. Rodman, who was engaged in the practice of law and had an important and extensive clientele. He was born at Markdale, Ontario, in August 1880, a son of Thomas and Caroline(Taylor) Rodman, natives of Ontario and the Isle of Wight, respectively. At an early age Thomas Rodman began farming and operated a farm in Ontario throughout his life. His death occurred in December 1887. His widow survived him and made her home in Newmarket, Ontario.

The public schools of Victoria county, Ontario, afforded Cephas, T. Rodman his early education and in due time he enrolled in the Collegiate Institute at Lindsay, Ontario. Upon the completion of the course there he taught school in Ontario for three and one-half years and then engaged in educational work in Saskatchewan for a year. Subsequently, he took up the study of law with G.H. Barr of Regina and Donald Keith of North Battleford and in 1913 was admitted to the bar. He immediately came to Biggar and opened an office for the practice of his profession. During his practice here he won the confidence of his fellowmen, including his professional brethren. In addition to his professional work Mr. Rodman had farming interests near Biggar.

In April, 1916, Mr. Rodman was married to Miss Ina Blanche Finch and they had one child: Helen Margaret, who was born in June 1918. The political allegiance of Mr. Rodman was given to the Liberal party and he maintained an active interest in civic affairs. He was a member of the Biggar town council for one year and he served as chairman of the school board. Along strictly professional lines he was affiliated with the Saskatchewan Bar Association and fraternally he was connected with the Masonic order. His religious faith was that of the Union church.

Microgro International Research Inc. MIR celebrated its official opening of Micro Grow Nurseries of Biggar with Economic Development Minister Dwain Lingenfelter and Agriculture Minister Darrel Cunningham presiding on February 15, 1995. The opening of the laboratory and greenhouse corresponded to celebrations for National Science and Technology week in October of 1995. Microgro was developed using micropropagation for the horticulture industry. Micropropagation is a type of cloning using tissue culture which can reproduce thousands of plants with the same characteristics of the mother plant. This provided the nursery and horticultural industry with breeding techniques for both ornamental and horticultural plants for export locally and internationally. MIR is owned by Ag-West Biotech Inc, Prairie Malt Ltd., the Biggar and District Venture Coporation and fifteen others in the province's horticultural industry.

The facility had an estimated cost of $1.5 million which was shared between Biggar Venture Capital Corporation, Ag-West Biotech Inc, the Saskatchewan horticultural industry, and lenders were the Agricultural Credit Corporation of Saskatchewan and the Biggar Credit Union. Microgro was a one-acre greenhouse which had its inception drafted by Dr. Wayne Craig, Senior Research Scientist with the Saskatchewan Research Council. According to a government study, 90 more acres of greenhouses would need to be constructed just to meet demand in Canada.

In 1997, MIR trademarked "Northern Vigor" with the Saskatchewan Seed Potato Growers Association SSPGA for a potato developed for its yield and hardiness. Between 1995 and 2003, Saskatchewan seed potato production rose dramatically from below 40 000 tonnes in prior years to 60 000 in 1995 and over 180 000 tonnes in 2003. Hugh Skinner who was awarded the 2002 Prairie Garden Award for Excellence had worked for Micro Gro Nurseries.

In the spring of 1996, Sask Water advocates a potato industry and meets with Lake Diefenbaker Potato Corporation LDPC to grow potatoes in a crop sharing development. By the summer of 1996 there is potential for a Lamb Weston French Fry plant in the Lake Diefenbaker area, however the potatoes turned black when fried in hot oil SaskWater establishes SPUCO in the winter of 1996 and the Crown Investment Corporation CIC approves the inital production plans and agrees to expand the storage facilities. In 1997, Saskatchewan Opportunites Corporation SOCO makes arrangements for investments in potato sheds. Graham Dorn and Nestor Budney were involved with the start up of Microgro and had met with Saskatchewan Potato Utility Development Company, SPUDCO officials in the spring of 1998. Crown Investments Corporation Minister Berny Wiens met with Microgro officials at this time. A five year agreement was signed to supply see potatoes to SPUDCO. The Biggar greenhouse was expanded to meet the expected demand from SPUDCO and 200 were employed in the growing season. Both Microgro and SPUDCO would supply seed potatoes to Lake Diefenbaker Potato Corporation LDPC, and Microgro was also supplying stores such as Canadian Tire with seed potatoes and making a profit. During this time Lamb Weston decided to set up a French Fry plant in Alberta. In the fall of 1998 potato prices fall drastically, however contracts were signed until 2003. SPUDCO terminated any crop sharing with Microgro at the end of 1998 which Sask Water vice-president claimed would stop Microgro's dependence upon SPUDCO. In 1999 LDPC went bankrupt. In the spring of 1999 Microgro was ready to sell a fresh batch of seed potatoes for the new planting season, however payments from their creditors had not arrived. SOCO and banks requested payments from Microgro for loans extended to Microgro for their expansion. In 2000 SPUCO also goes bankrupt, all of SPUDCO is transferred from Sask Water to CIC, and the government establishes Saskatchewan Valley Potato Corporation SPVC. A 2004 Order of the Legislative Assembly was sent to Sask Water asking for accountability regarding the potato inventory produced by Microgro, and an accounting for the funds for CIC to construct a storage facility at Biggar, and if seed potatoes from Microgro resulted in revenue to SPUCO and if Microgro was paid for their stock. Microgro went bankrupt. In 2006 former SPUDCO investors put forward $50 million dollar plans for an ethanol plant which would make use of the waste potatoes. Micro Grow Nurseries of Biggar were acquired by Milner Greenhouses Ltd.

Milner Greenhouses Ltd. acquired the Micro Grow Nurseries of Biggar which were operated by Microgro International Research Inc. Marc and Diane Shane set up Milner Greenhouses in Milner, British Columbia in 1988. In 2000 Milner Greenhouses registered a certificate of incorporation under the Business Corporations Act. The operation expanded from their first cold frame to 31 acres of greenhouses combined with an additional 12 acres making it amongst the biggest greenhouse operations in BC. The largest greenhouse of Saskatchewan located in Biggar, Saskatchewan is also owned by Milner Greenhouses which offers eight acres and employs approximately 100 persons at the height of production. Milner Greenhouses specialize in bedding plants, some vegetables and seed supply which they export domestically. Graham Dorn who was instrumental in setting up Micro Grow Nurseries is the key contact for Milner Greenhouses Ltd.

Roger Martin's Homestead Museum consisted of antiques and pioneer artifacts set amid a rural school, sod house, barn, store and church of the early 1900's when settlers arrived to the "Last Best West". The museum also featured a doll collection and agricultural implements. There was an estate auction held in August of 2009 so the Roger Martin's Homestead Museum is now also a part of history.

Biggar Transport (2006) Ltd. began as a family business in 1976 and has expanded to serve transportation needs in Saskatchewan as a part of Transall Group of Companies. The company is looking to install a Global Positioning Service GPS system which will help locate trucks in the field and provide dispatchers with an accurate picture for pick up and drop off times.

Biggar Transport functions as a carrier for Prairie Malt supplying a fleet of Super-B trains directly across the road from Prairie Malt. The trucking company operating in conjunction with other local trucking firms, T & T Transport and East Hills Transport Ltd, combine to meet the needs of Prairie Malt supplying malt barley for malt production and malt for delivery to Breweries. The trucking industry also serves the hauling of grain, fertilizer or salt for the agricultural sector which employs 30% of Biggar's work force.

Biggar Transport places more than 60 trucks on the road through a team of dispatchers and employs over 60 employees. According to Saskatchewan Statistics, out of Biggar's 2002 population of about 9,000, approximately 600 are involved in the trucking and warehousing industry. Biggar Transport is a sponsor of the Saskatoon Annual Charitable Golf Tourney and Barbeque.

Woodrow Stanley Lloyd was born July 16, 1913 in Webb, Saskatchewan. In 1933, Lloyd became involved in the Saskatchewan Teacher's Federation STF, its inaugural year. Lloyd also joined the Farmer-Labour Party (the precursor of the Co-operative Commonwealth Federation) in his twenties. He taught in Saskatchewan one room school houses beginning in 1932. He married in 1936, a Miss Victoria Leinan, and they began a family of three children while living in Vanguard where he had been appointed principal. He was educated as a teacher at the Moose Jaw Normal School and the University of Saskatchewan in Saskatoon and received his bachelor of Arts in 1940, and Certificate for high school teaching in 1941. In 1941, while president of the STF, he moved to Biggar to become vice principal and then principal of the large Biggar high school.

Lloyd ran in the 1944 provincial election under the CCF banner and became Member of the Legislative Assembly for the former Biggar provincial constituency. Lloyd retained this political seat through the next six elections until he retired in 1971. Upon his election, he was appointed the Minister of Education by Premier Tommy Douglas. Lloyd set a record as the youngest cabinet minister in the provinces history. It was during his tenure as Minister of Education that over 5,000 one room school houses across Saskatchewan were merged into just over 50 School Divisions. Lloyd called for a provincial curriculum, and imposed an education tax system to ensure higher education for teachers and loans and student bursaries.

Lloyd was the provincial Treasurer in 1960, after having held the position of Minister of Education for sixteen years. Lloyd as leader of the Saskatchewan CCF became Premier of Saskatchewan in 1961 when Premier T.C. Douglas became the national leader of the New Democratic Party ( which replaced the CCF). The public protest to the newly instituted Medical Health Insurance and the provincial doctor's strike were resolved by Lloyd.

The Woodrow Lloyd School was named in his honour in 1972. With the construction of the Biggar Central School 2000, the gymnasium bears his name as the Woodrow Lloyd Gymansium.
