Carol Skelton was born December 12, 1945 in the town of
Biggar, Saskatchewan. She was elected as a member of Parliament between 2000-2008. In 2000, she was elected under the banner of the Canadian Alliance which was formerly identified as the Canadian Reform Conservative Alliance. The Alliance was only active for three years dissolving in 2003. She then held office in the riding of Saskatoon—Rosetown—Biggar under the The Conservative Party of Canada or Tories for the last five years. In 2004 and 2006 she was again re-elected. In 2006, she was appointed Minister of National Revenue as well as Minister of Western Diversification which she held through to 2007. The sports grounds at James Smith Cree First Nation's received an injection of $34,060. Skelton opened and named the new Government of Canada Building in Regina in 2007. The Prince Albert Women of the Earth Inc received $67,000 to fund the Youth of the Earth program. Skelton was at the ribbon cutting ceremony of the Core Neighbourhood Youth Co-op (CNYC) and Communities for Children (C4C). Skelton withdrew from politics in 2007 to devote time to her family.

She is married to Noel, and raises a family of three on a farm in Harris, Saskatchewan. They raise cattle, elk and bison and cultivate a variety of grain crops. She assisted as a family services officer during the 1997 floods, and organised blood donor clinics in Saskatchewan as district co-ordinator.
