Rural Municipality of Biggar Number 347 has offices for the rural civic government on Second Avenue West within the town of
Biggar . The rural municipality (R.M.) is similar to a civic administration of mayor working with councilman in an urban city or town destination, however, the R.M. operates with Reeve, Councilors and Administrator over a rural jurisdiction. In 2010, the Reeve of R.M. 347 is Louise Singer meeting with six councilors on the second Tuesday of the month to discuss rural infrastructure concerns of their municipality. The R.M. was incorporated on December 11, 1911 and provides municipal governance to communities smaller than town size. Taxes of early pioneers went to pay for constructing roads, bridges, and fireguards, and some homesteaders could elect to employ their labour in lieu of payment of taxes. The R.M. would also see to health care and agricultural support. Currently the functions of a R.M. government encompasses the supply police and fire protection,
water supply and sewage treatment, infrastructure planning and development, libraries, and recreational facilities
. This R.M. is one of 296 R.M.s in the province of Saskatchewan served by the Saskatchewan Association of Rural Municipalities (SARM) The R.M. of Biggar, 347, includes Plaza Mobile Home Park, railway points of Argo, Neola, Cazalet, Oban and Vance, the unorganised hamlet of Duperow, the Rail Station of Castlewood, the two localities of Monarchvale and Normanton as well as the disorganised village of Springwater. The R.M., even though it has its offices in the town of
Biggar, does not provide governance to the town which has a large enough
population to support its own Mayor, Councilors and Administrators. The R.M. serves 1,597.87 square kilometres and a 2006
population of 867 persons. There area total of 292 private dwellings, of which 267 of these are occupied. The rural labour force saw 335 males mainly employed in agricultural and agricultural based industries, and 260 females employed. Also, according to the 2006 census, the median income in the R.M. was $21,718 for employed persons over the age of 15.The
Saskatchewan Assessment Management Agency (SAMA) offers property assessment services to rural muicipalities.
Alexander Todd Tweedyside was the first overseer of the newly formed Local Improvement District, the pre-cursor of the
rural municipality (R.M.) He was also one of the first homesteaders to the area. The
Biggar Museum & Gallery holds portraits of the Reeves of the R.M. J. William (Bill) McMillan was Reeve of the RM between 1995 and 1998, prior to this he held the position of Councillor between 1985 and 1994.
